This 4th down play caught on film. The Instant Replay
shows Frank very close. If you freeze the movie his 1st
foot could have been inbounds if he had possession right as
he touced the ball. Officals called him OUT.
Either way it was too close. Let the ruling on the
field stand, FRANK WAS OUT!
